Choir Directors often puzzle over this. There are so many factors involved and there is no stock answer. However, it's a question that needs to be asked. New music, especially if it's contemporary, can be difficult and often makes great vocal demands. The first factor to consider is exactly what the choir is capable of. Don't give them music beyond their ability but always remember that choirs develop when they overcome challenges. Choose music which stretches the singers to the limit of their competence.
